Matter was discussed at Corps Diplomatique meeting today. Following is summary of general attitude towards our proposals for solid front in support of customs in manner suggested.
Italian Minister (who alone was unsympathetic) said that it would be impossible for him or his government to prevent Italian ships from loading and discharging cargo otherwise than through customs and suggested that in any case it was Chinese government rather than Corps Diplomatique who were party principally concerned. He also blamed customs for acting without first consulting Corps Diplomatique and facing latter with fait accompli.
Netherlands Linister while expressing sympathy with our point of view concurred generally with
Italian Minister.
French Liininter ereed with our statement of case but said that matter was one for home governments rather than their representatives out here, he added,
